MINUTES CHARING PARISH COUNCIL MEETING TUESDAY24th MARCH 7.30pm 2009 TOP ROOM, PARISH HALL
Present: Cllrs: T Reed (Chairman); D Munn; C Bozeat; E Ellen; J Heuch; R Andrews; C Bain-Smith;G Mason & the clerk.
1. Apologies: Borough Cllrs Clarkson & Taylor Cllrs S Gosbee; J Ryan & J Gough 2. Declaration of Interest : none 3. Ten minutes public discussion and question time: Three members of the public present. 4. Planning Applications: 09/00276/AS The Charing Surgery 1 Surgery Close Charing: removal of condition 6 attached to planning permission ref 07/01126/AS relating to off street parking facilities for bicycles for Dr Lister & Partners. (unanimous) (RECOMMEND SUPPORT) 09/00268/AS Newlands Manor, Newlands Road, Charing: Change of use of redundant stables to an annexe to Newlands Manor and construction of a 3 bay garage and access drive for Mr B Allen (unanimous) (RECOMMEND SUPPORT) 09/00269/AS Newlands Manor, Newlands Road, Charing: Change of use of redundant stables to an annexe to Newlands Manor and construction of a 3 bay garage and access drive for Mr B Allen (LBC)(unanimous) (RECOMMEND SUPPORT)
1. Planning Decisions: 09/00076/AS 2 Warren Houses, Tile Lodge Road Charing Heath: Erection of a two storey rear extension and single storey side extension with cat slide roof for Mr & Mrs Fordham (GRANTED)*
1. Minutes of previous meeting: These were approved. 2. Approval of Finance Meeting: These were approved and thanks were given to the RFO and Clerk for their work over the last year.
1. Matters arising: 2. a. Archbishops Palace: The paperwork had been received and was being circulated. b. Emails: It was agreed to leave the email system as it was currently being used. c. Alderbeds: The Clerk will contact the playing field committee and ask for copies of the Alderbeds accounts. d. Parking Issues: A meeting has been arranged with KCC regarding parking problems and lack of disabled Parking within the village especially The High Street and surrounding areas. e. Rural Housing Association: Cllr Reed attended the opening of the new houses at Brabourne Lees and was extremely impressed with the housing and facilities. 10. Correspondence: a. Mrs A Bateson: A letter had been received with concerns on parking within the village.
11. Information Reported: a. All risk assessments need to be completed by the 21st April. b. The Wagon & Horses public house has recycling facilities in the car park. c. The Clerk will contact Highways regarding a no overnight parking sign in the lay-by by Yew Tree Caravan Park. d. It was reported that from April 2010 all planning applications would be accessed by email thus causing added expenditure for the parish councils in printing costs and the additional costs for the purchase of a laptop and projector. Concerns were also raised that problems could occur in the size of the plans as only A4 could be printed off for site visits. e. The clerk will contact Highways again re the posts at Hart Hill. f. The clerk will contact Highways re the speed limit in Charing Heath. g. The clerk will obtain quotes to cut back some vegetation and cut Ivy from the wall in Clewards Meadow. h. The clerk will contact A.B.C re the new fence that has been erected at Old Way House. i. The clerk will place details of the Hanging Basket/ Tubs competition to be held throughout the summer. The clerk will contact the Gardening Society to see if they would be willing to judge the competition. j. Cllr Mason will contact the fete committee to see if the parish council would be able to have a table at the fete so residents could ask any questions or queries. k. The Moat open day will be held on 2nd April between 3-6pm. l. The meeting to set up a youth forum within the village had six people attend they are hoping to hold a meeting once a month.
There being no further business the meeting closed at 9.15pm
